India's Official Engagement with West Pakistan
By the end of April 1971, Prime Minister Indira Gandhi had asked the Indian Army chief General Sam Manekshaw if he was ready to go to war with Pakistan. According to Manekshaw's own statement, he refused because the weather condition was not supportive and no proper military equipment and the major reason was the onset of the monsoon season in East Pakistan and the fact that the army tanks were being refitted and make ready for war. On 23 November, President Yahya Khan provoked by terror thought and declared a state of emergency in all of Pakistan and told his people to prepare for war, but this decision was not in the Favor of Pakistani people because they were becoming fed up with war again and again instead they want development and progress of Pakistan as a terror-free country.

Pakistan Air Force (PAF) Launched a Surprise Pre-emptive Attack On India
In the evening of 3rd December, at about 17:40 PM evening, the Pakistan Air Force (PAF) launched a surprise attack to disabling India 'without knowing the strength of Indian Military Force', strikes on eleven airfields in north-western India, including Agra, which was 480 kilometers (300 mi) away from the border. The Pre-emptive Strikes Curse to West Pakistan and Boon to Bharat
These preemptive strikes, known as Operation Chengiz Khan, were inspired by the success of Israeli Operation Focus in the Arab–Israeli Six-Day War. Pakistan flew no more than 50 planes to India. But in the case of West Pakistan, these strikes become a curse and for India a boon because India was looking forward to starting the war against Pakistan.

This involved Indian forces in massive coordinated air, sea, and land assaults on Pakistan from all fronts without leaving a chance to escape from the war. The main Indian objective on the Eastern front was to capture Dhaka(Dacca), and on the Western front was to prevent Pakistan from entering Indian soil. There was no Indian intention of conducting any major offensive into Pakistan to dismember it into different states.
